The present policy paper of the Special Secretariat for Alternative Dispute Resolution examines contemporary international and European practices in mediation, aiming to support the political leadership of the Ministry of Justice in shaping evidence-based policy within the framework of the ongoing reform programme for the modernisation of the Greek Justice system, grounded in the principles of accessibility, efficiency, meritocracy and institutional modernisation.

 

Through a comparative analysis of institutional frameworks, organisational models, oversight mechanisms, digital tools and recent reform initiatives in countries such as Italy, Spain, Portugal, Austria, Germany, France, Norway and Singapore, the report highlights emerging trends, key challenges and best practices currently shaping the field of out-of-court dispute resolution.

 

The policy paper further seeks to contribute meaningfully to both the institutional documentation and the national dialogue surrounding mediation, shedding light on key parameters relating to the development and sustainable operation of modern Alternative Dispute Resolution systems at both the European and international level.
